E-SURFMAR AWS systems

Among a few other systems, E-SURFMAR recommends the use of the BATOS system developped by Meteo-France. This use is subject to an agreement (MoU) which has to be signed between Meteo-France and each E-SURFMAR participant who will install such a system on a ship. One must consider two cases : the installation of BATOS systems funded by E-SURFMAR and the purchase of BATOS systems by the participants themselves.


1. BATOS systems funded by E-SURFMAR

Systems funded by E-SURFMAR must be installed on ships which meet E-SURFMAR requirements - i.e. providing observations in sparse areas, in the North Atlantic and in the Mediterranean Sea. Installation and communication costs will be borne by participants while the E-SURFMAR budget is limited. Communication costs will be compensated as for other reports transmitted through Inmarsat-C. These systems will benefit of all the future software improvements when available. More especially, they will use the binary compression allowing to reduce the communication costs as soon as the software is available.


In 2005, E-SURFMAR funded 3 BATOS systems. By the end of the year, these systems were delivered to:

  • DMI to equip Mary Arctica (OXGN2).
  • UKMO to equip...
  • Met Eireann and the Irish Marine Institute to equip RV Celtic Explorer.

All these stations report through the code 41 procedure.


Status on 1st February 2006 :

  • DMI equiped Mary Arctica but some problems are remaining;
  • the binary compression through Inmarsat-C should be operational on two BATOS systems owned by Meteo-France by mid-February. It will be extended to all E-SURFMAR BATOS stations as soon as possible.


Five more BATOS systems will be funded by E-SURFMAR in 2006.

In case the manuals are judged not sufficiant to install a system aboard a ship, Meteo-France could organize a training session.


2. BATOS systems purchased by E-SURFMAR participants

E-SURFMAR participants may purchase their own BATOS systems. The MoU to be signed between the participant and Meteo-France should be applicable if the participant orders and purchases the components (sensors, transmitter...) to the various manufacturers himself. In that case, the BATOS systems can be used freely, even if they do not strictly meet the E-SURFMAR requirements (coastal ships, round-the-world ships...).

In case the participant does not wish to purchase the components separately, Meteo-France is studying the possibility to provide a complete system through its commercial subsidiary company, Meteo-France International.

As for systems funded by E-SURFMAR, systems purchased by participants will benefit of the future software improvements (binary compression to reduce communication costs most especially). Observations and communication costs will be compensated according to the E-SURFMAR decisions.
